A Scoutmaster Conference is a one-on-one discussion between a Scout and the Scoutmaster (or an approved assistant) to review the Scout's progress, experiences, and goals in Scouting. This conference is required for every rank advancement and serves several purposes:

Board of Review
A Board of Review (BOR) is a formal meeting conducted after a Scoutmaster Conference to determine whether a Scout is ready to advance to the next rank. It is required for all ranks except for Scout rank. The board consists of at least three but no more than six members of the troop committee (not including the Scoutmaster or Assistant Scoutmasters).
Purpose of the Board of Review:
Evaluate the Scout's Experience: The board assesses the Scout's participation, growth, and engagement in troop activities.
Confirm Requirements: The board ensures that all rank requirements have been completed properly.
Encourage and Support: It provides an opportunity for the Scout to reflect on their achievements and set future goals.
Quality Control for the Troop: The board can offer feedback on troop operations and leadership effectiveness.
Board of Review Process:
The Board of Review is not a retest but a review of the Scout's overall growth and engagement in the program. It also allows Scouts to practice interview skills and build confidence.
